Hands of Binding (GTC-37) is a blue sorcery from Gatecrash that taps an opponent's creature and keeps it from untapping during their next untap step. It has Cipher, letting you exile the card encoded on a creature so that when that creature deals combat damage to a player you may cast a copy for free. This combination makes it both a tempo play and a recurring source of disruption when paired with evasive or repeat-attacking creatures.
