Winds of Change (4ED 232) is a red sorcery from Fourth Edition. Each player shuffles their hand into their library and then draws that many cards, effectively reshuffling and redistributing hand sizes. The card can be used to disrupt opponents' hands or to refill your own when combined with effects that alter hand size.
