Its primary effect taps up to four target creatures, and it also has Cycling {1}{U} that triggers to tap a target creature when you cycle it. The card can be used either as a one-shot removal/tap effect on the stack or as card draw plus a triggered tap via cycling, giving flexibility in tempo and card selection.
