Instill Energy (FBB-203) is an Enchantment — Aura with a French-language printing and art by Dameon Willich. It lets the enchanted creature attack as though it had haste and provides a zero-cost activated ability to untap the enchanted creature once each turn during your turn. Because the aura can be attached to an opponent's creature and still be activated on your turn, it can be used for tempo plays or unusual interactions beyond simply granting haste.
