Ultros, Obnoxious Octopus (FIN-83 foil) is a Legendary Creature — Octopus from the Final Fantasy expansion. It triggers whenever you cast a noncreature spell to either tap an opponent's creature and put a stun counter on it if at least four mana was spent, or to place eight +1/+1 counters on itself if at least eight mana was spent. As a blue 2/1 with these scaling triggers, it supports spell-heavy builds and rewards casting higher-cost noncreature spells.
