It has Flash and enchants an artifact or creature, tapping the enchanted permanent when it enters and preventing it from untapping during its controller's untap step while disabling its activated abilities. Its playstyle is disruptive control, locking down a key opposing permanent or temporarily neutralizing a combo piece.
