O'aka, Traveling Merchant (FIC-144) is a legendary Human Citizen creature from the Final Fantasy Commander expansion. It can tap and remove a counter from a nonland permanent you control to draw a card, letting it convert existing counters into card advantage. As a low-cost blue commander or creature, it supports counter-centric decks and engines that produce reusable counters.
