It can tap to gain control of an opponent’s creature if that creature’s controller controls an Island, but you only keep control while Seasinger remains tapped and you continue to control it. It has a built-in vulnerability because you must sacrifice it if you control no Islands and you may choose to keep it tapped during your untap step to maintain control effects.
