It exiles target creature and its controller manifests the top card of their library, putting that card onto the battlefield face down as a 2/2 creature. The manifested permanent can later be turned face up if it’s a creature card by paying its mana cost, making this both a removal spell and a tempo interaction with the opponent’s library.
