Vault 11: Voter's Dilemma (PIP-649 foil) is an Enchantment — Saga from the Fallout set that creates lore counters as it progresses. Its first chapter makes a 1/1 white Human Soldier token for each opponent and the later chapters have each player secretly vote for a creature, either drawing a card if no creature receives votes or destroying the creature(s) with the most votes. The card supports political interaction and board control by combining token generation with a multiplayer-style secret voting destruction effect.
