Vault 11: Voter's Dilemma (PIP-121 foil) is an Enchantment — Saga from the Fallout expansion. It creates a 1/1 white Human Soldier token on chapter I and then runs a secret voting process on chapters II and III that either draws cards if no creature receives votes or destroys the creature(s) with the most votes. The card supports political-style board interaction by enabling token generation and a simultaneous-vote removal effect that can target multiple creatures if tied.
