The Nipton Lottery (PIP-113) is a rare sorcery from the Fallout expansion. Resolving it chooses a creature at random, gives you control of that creature until end of turn while untapping it and granting haste, then destroys all other creatures. Rulings state players can’t take actions between the selection and the remaining effects, and the choice isn’t a target so shroud or an opponent’s hexproof won’t prevent selection.
