As it enters you choose Brotherhood or Enclave, giving either a repeated card-draw interaction tied to opponents’ draws or a triggered ability that hands attacking players rad counters. The card creates and interacts with the new rad-counter mechanic that causes milling and life loss on a tracked per-player basis and has associated rulings clarifying timing and tracking.
