Stolen Strategy (PIP-720 foil) is a red enchantment from the Fallout PIP set. At the beginning of your upkeep it exiles the top card of each opponent’s library and lets you cast any of those exiled cards until end of turn, with mana able to be spent as though it were any color for those casts. The effect is a temporary mass-steal of resources that can produce off-color spells for a single turn but does not allow casting those cards on later turns.
