Overencumbered (PIP-18) is a rare white Enchantment — Aura from the Fallout set that enchants an opponent. When it enters the battlefield it makes the enchanted player create a Clue token, a Food token, and a Junk token; at the beginning of that player's combat they must pay {1} for each artifact they control or creatures can't attack this combat. The card functions as a soft tax/disruption piece that can repeatedly deter attacks and generates artifact tokens that may be interacted with by both players.
