Nuclear Fallout (PIP-859 foil) is a Black rare sorcery from the Fallout set. It gives each creature twice -X/-X until end of turn and grants each player X rad counters, creating a lasting counter-based drawback. The rad counters trigger a milling-and-life-loss effect at the beginning of that player’s precombat main phase, causing mills and eventual removal of those counters.
