Nuclear Fallout (PIP-47) is a Rare black sorcery from the Fallout expansion. It gives each creature twice -X/-X until end of turn and gives each player X rad counters when cast. The rad counters create an ongoing milling and life-loss consequence at the beginning of that player’s precombat main phase, removing counters for each nonland card milled.
