Keeper of the Accord (PIP-451 foil) is a white Creature — Human Soldier from the Fallout expansion. It triggers at each opponent's end step to create a 1/1 white Soldier token if that opponent controls more creatures than you, and it can search for and put a basic Plains onto the battlefield tapped if an opponent controls more lands than you. Its simultaneous end-step triggers can be ordered on the stack by the controller and may fizzle if the required board states change before resolution.
