Keeper of the Accord (PIP-451) is a rare White Creature — Human Soldier from the Fallout set. It has two triggered abilities that each trigger at opponents' end steps: one can create a 1/1 white Soldier token when an opponent controls more creatures than you, and the other can tutor a basic Plains onto the battlefield tapped if an opponent controls more lands than you. The card supports tempo and board presence by generating creatures or accelerating lands to help catch up against opponents with resource advantages.
