It sets the base power and toughness of all creatures you control to X/X until end of turn, interacting with buffs, counters, and effects that modify or swap power/toughness per ruling. As a temporary mass-setting effect, it can both rescue small attackers by inflating stats or backfire at X=0 by creating 0/0 creatures that die.
