Biomass Mutation (PIP-212, foil) is a rare instant from the Fallout Commander set that sets creatures you control to a chosen base power and toughness until end of turn. It has an X in its cost ({X}{G/U}{G/U}) so the caster chooses the base P/T value when casting, which overwrites effects that set a creature's power and toughness. Because it sets base P/T it can cause creatures to die if X is chosen as 0 and interacts predictably with modifiers like counters, auras, and power/toughness switches.
