Battle of Hoover Dam (PIP-539 foil) is a rare white enchantment from the Fallout expansion. As it enters the battlefield you choose NCR or Legion, giving either a recurring graveyard recursion trigger for small creatures with a finality counter or a death-trigger that puts +1/+1 counters on another creature. The finality counter causes permanents to be exiled instead of going to the graveyard, which changes how recursion and sacrifice interactions resolve.
