Battle of Hoover Dam (PIP-364) is a white enchantment from the Fallout expansion. As it enters, you choose NCR or Legion, which gives one of two triggered abilities—NCR returns small creature cards from your graveyard at your end step with a finality counter, while Legion buffs a creature when your creatures die. The finality counter causes a permanent returned this way to be exiled if it would later go to a graveyard, and it applies to any permanent type.
