Battle of Hoover Dam (PIP-11) is a white enchantment from the Fallout expansion. As it enters the battlefield you choose NCR or Legion, granting a recurring graveyard recursion effect for NCR or a death-triggered +1/+1 counter distribution for Legion. The NCR option returns small creature cards with a finality counter that causes those permanents to be exiled if they would later go to the graveyard, while the Legion option rewards creature deaths by putting two +1/+1 counters on another creature you control.
