Battle of Hoover Dam (PIP-11 foil) is a white enchantment from the Fallout set that asks you to choose NCR or Legion as it enters the battlefield. Choosing NCR returns a small creature from your graveyard to the battlefield at your end step with a finality counter that causes it to be exiled if it would later go to the graveyard, while choosing Legion gives a triggered pump effect that places two +1/+1 counters on a creature whenever one of your creatures dies. The card supports graveyard recursion or death-synergy strategies depending on the chosen side and interacts with any permanents via finality counters, not just creatures.
