Atomize (PIP-94, Rare) is a black-green instant from the Fallout expansion. It destroys a target nonland permanent and then instructs you to proliferate, letting you add additional counters to any chosen permanents or players that already have counters. The card pairs removal with a potential incremental advantage by increasing counters on your permanents or affecting opponent counters depending on board state.
