Merseine (FEM-23d) is an Enchantment — Aura from Fallen Empires that enchants a creature. It enters with three net counters and prevents the enchanted creature from untapping while a net counter remains, and the enchanted creature’s controller may pay that creature’s mana cost to remove net counters. The ability to remove multiple counters at any time and the colored mana requirement for the payment creates interaction between tempo and resource management in decks that use blue control and tap-based effects.
