Oath of Ghouls (EXO-69) is a black enchantment from the Exodus expansion. At the beginning of each upkeep, the active player chooses an opponent whose graveyard has fewer creature cards than theirs, and that chosen player may return a creature card from their graveyard to their hand. The triggered ability enforces a targeting condition based on relative creature counts in graveyards and can fail to resolve if that condition is no longer true.
