Unnerving Assault (EVE 114) is an uncommon Instant from the Eventide expansion. When it resolves it checks which colors of mana were spent to cast it and gives opponents' creatures -1/-0 if blue was paid and your creatures +1/+0 if red was paid, applying both if both colors were used. The spell examines the mana actually spent on resolution, so copies won't count as having colored mana paid and creatures that enter later that turn are not affected.
