One activated mode requires two U/R hybrid mana, tapping Crackleburr and tapping two untapped red creatures to deal 3 damage to any target. The alternate mode uses two U/R and the untap symbol plus untapping two tapped blue creatures to return a creature to its owner's hand, and it can't be activated if Crackleburr is already untapped or affected by summoning sickness.
