Diminishing Returns (EMA 46) is a rare blue sorcery from Eternal Masters that reshuffles players' hands and graveyards into their libraries. When it resolves you exile the top ten cards of your library, then each player in turn draws any number of cards up to seven, with the active player choosing first. The exiled cards are face up and seen before draw choices are made, allowing strategic decisions about hand size and card availability.
