Charred Foyer exiles the top card of your library at the beginning of your upkeep and lets you play that card that turn, while Warped Space lets you once each turn pay {0} instead of a spell's mana cost when casting a spell from exile. Rulings note you follow normal timing and cost rules for cards played with the permission granted by the exile effect and that alternative-cost interactions are restricted by the once-per-turn provision.
