It has megamorph allowing it to be cast face down and later turned face up for {4}{U}, and when turned face up it can counter a spell unless its controller pays {3}. As a 2/3 that can gain a +1/+1 counter when megamorphed, it can serve both as a surprise counterspell effect and a midrange attacker or tempo piece in blue decks.
