Great Teacher's Decree (DTK 21, Foil) is a white sorcery from Dragons of Tarkir. It gives creatures you control +2/+1 until end of turn and has Rebound so you may cast it again from exile at the beginning of your next upkeep. The spell only affects creatures you control when it resolves and the rebound copy is cast during your upkeep, ignoring the usual sorcery timing restriction for that second cast.
