Its effect is a continuous replacement effect that modifies how tokens are created, turning any number of creature tokens you would get into that many 4/4 Angel creature tokens. Decks that rely on making many small tokens use it as a powerful upgrade to convert token sources into immediate board-threatening attackers and blockers.
