Wilfred Mott (WHO 32) is a legendary Human Soldier creature from the Doctor Who set. At the beginning of your upkeep you put time counters on him and then may reveal the top X cards, where X equals those counters, to put a nonland permanent with mana value 3 or less onto the battlefield. As a white four-mana 4/4 legend, he can serve as a ramping value engine and a tutor-style cheat for low-cost permanents.
