When you cast it you draw two cards and may exile a nonland card from your hand with time counters equal to its mana value, then an opponent may do the same, and cards exiled this way that lack suspend gain suspend; it also lets you perform a Time travel action affecting time counters on your suspended cards and permanents. This card can function as a tempo/value play by creating suspended cards for future casting while also adjusting time counters across your board and exile.
