The War Doctor (WHO 1139, foil) is a Legendary Creature — Time Lord Doctor from the Doctor Who expansion. It gains time counters whenever other permanents phase out or cards go to exile and deals damage equal to those counters to any target when it attacks. Its attack-trigger can exile creatures that would die that turn, giving it a removal/tempo role in red-white decks.
