It can't phase in for as long as The Pandorica remains tapped. When The Pandorica becomes untapped or leaves the battlefield, that permanent phases in. Activate only as a sorcery.

The Pandorica (WHO-25 foil) is a Legendary Artifact from the Doctor Who expansion. It can tap to phase out another nonland permanent and prevents that permanent from phasing in while The Pandorica remains tapped, with built-in untap/leave triggers that return the phased permanent. Its design supports tempo and protection lines by temporarily removing opposing or friendly permanents while providing a delayed return when The Pandorica untaps or leaves the battlefield.
