Whenever Ryan attacks you exile cards from your library until you exile a nonland card and may cast that card without paying its mana cost if its mana value is less than or equal to Ryan's power. As a legendary creature with a companion-style rule, he can serve as one of two commanders when paired with an appropriate Time Lord Doctor or be played normally in other formats.
