Out of Time (WHO-209 foil) is a white enchantment from the Doctor Who set that manipulates phasing and time counters. When it enters the battlefield it untaps all creatures and those creatures phase out until the enchantment leaves, and it receives a time counter for each creature phased out this way. It also has Vanishing, which removes a time counter each upkeep and sacrifices the enchantment when the last counter is removed, interacting with the phased-out state.
