Red-Eye — Whenever chaos ensues, for each opponent, goad up to one target creature that opponent controls. Until your next turn, those creatures can't become tapped unless they're being declared as attackers.

Ood Sphere (WHO 594) is a Plane — Horsehead Nebula from the Doctor Who expansion. Its Song of the Ood gives all noncreature spells convoke so creatures can help pay their costs. Its Red-Eye ability goads up to one creature per opponent when chaos ensues and prevents those goaded creatures from becoming tapped except to attack until your next turn.
