Inspiring Refrain (WHO 1061, Rare) is a blue sorcery from the Doctor Who expansion. It lets you draw two cards and then exile itself with three time counters on it, and it also has Suspend 3 for {2}{U} allowing you to exile it to later cast it without paying its mana cost. As a draw spell with a suspend fallback, it can function as immediate card advantage or a delayed resource depending on how you play it.
