When it enters the battlefield you surveil 3, and it can tap to give a target legendary creature card in your graveyard the escape ability for the turn, letting you cast it from the graveyard by paying its mana cost plus exiling three other cards. The card supports graveyard recursion and deck manipulation by combining surveil with a restricted escape effect for legendary creatures.
