Clockspinning (WHO-806 foil) is a blue instant reprinted in the Doctor Who expansion that can target counters on permanents or suspended cards. It lets you either remove a chosen counter or add another of that counter as it resolves, and it has Buyback for 3 to return to your hand. The card is useful both for manipulating time counters on suspended cards and for interacting with a wide range of other counter-based synergies.
