Clockspinning (WHO-215 foil) is a blue Instant reprint from the Doctor Who set that was first printed in Coldsnap. It has Buyback {3}, and when it resolves you choose a counter type on a target permanent or suspended card and either remove one of those counters or put another of those counters on it. The card can be used to interact with time counters on suspended cards or manipulate any other kind of counters, making it useful for disruption or enabling synergies.
