It gives the equipped creature +3/+0 and grants first strike plus a forced-block restriction that requires a Dalek to block it if able while attacking. It has two equip costs (Equip legendary creature {1} and Equip {3}), letting decks choose a cheaper cost for legendary creatures or the regular equip for others.
