When set in motion you choose an opponent and their permanents don’t untap during their untap step until the scheme is abandoned. The scheme is abandoned if the chosen player is attacked or becomes the target of a spell or ability, creating a conditional tempo lock that opponents can end by interacting with you or your attackers.
