Whenever you cast your first instant or sorcery spell each turn, it creates a copy of that spell and you may choose new legal targets for the copy. Its copies are created on the stack and are not considered cast, so they don't trigger effects that care about casting spells but will resolve with the same paid X values and additional-cost-based effects as the original.
