Tyrant's Choice (CNS 30) is a black sorcery from Conspiracy that uses the will of the council mechanic. Players vote between death or torture and if death wins each opponent sacrifices a creature, while if torture wins or the vote ties each opponent loses 4 life. The voting proceeds in turn order so earlier voters can influence later decisions and all votes are revealed only as the spell resolves.
